DSAR Schedule

Thursday evening:

1900       Briefing for the all DSAR teams and staff.  Events are described and questions answered.  Briefing of competition staff will be done after teams are briefed.

Shore and On-Water events

                Aircraft on static display Friday afternoon and Saturday morning.

SAR Exercise.  Teams will execute a predetermined plan.  Boats and a boat coxswain will be provided.

SAR Planning.  Teams will be given the SAR scenario and will complete the search planning appropriate for the scenario.

Tow/MOB Drill. Teams will execute the plan as developed while following the Operational Excellence Program.

Communications Drill:  Teams will have two parts of the Communication Drill.  Part one will be while they are on the SAR Exercise and Part two will be at the Communication Station.  All will follow the Operational Excellence Program.

Emergency Pump:  Teams must move a gasoline powered pump and hoses from station 1 to station 2; attach hoses, prime and start the pump and fill a target barrel to a predetermined point.  When the judge calls OK, the pump is stopped,  hoses are unhooked, the pump is drained and returned to station 1, ensuring it is in the same configuration as when the exercise was started.   (Note:  The judge may modify these procedures if required for safety.)

Marlinspike:  Various knots will be required to be tied.  Knots will be based on the Boat Crew Program.

Heaving line: Throw a weighted line to a stationary target in the water.  Another team member must retrieve the line by rowing a dingy to the target.

  1. SAREX assumes 10 minutes to brief boat coxswain and facility familiarization, brief team and get to no wake buoy plus 30 minutes to execute plan and return to no wake buoy plus 5 minutes to dock.  Timing for scoring is from buoy to buoy.
  2. Debrief will not last 30 minutes.  Time depends on the team leader.  Debriefing will take place on-shore.
  3. Radio Communication base station active from 0800 and until relieved (approx 1630) on both Friday and Saturday.
  4. Schedule is planned so that teams may practice upcoming events and to observe other teams to learn from them
  5. PPE is required for all teams during all Friday and Saturday outdoor events.  It is the responsibility of each team to provide their PPE and assure it is worn properly.  PFDs will be provided for those who forget to bring them or who are traveling by air.

1330 – Air Display / SAR Demonstration

 

2008 District SAR Competition

Objectives of the Safe Boating Competition include, 1) honing the skills of competing Boat Crew members, 2) encouraging new Auxiliary members to become boat crew qualified, 3) provide a means of selecting a team to represent 8WR in higher competitions, 4) provide an opportunity for our members to have fun while working to putting on this event And provide a recruiting opportunity for the Auxiliary, and 5) provide an opportunity for the exercise and increase of ICS fundamentals and knowledge.

From this competition, a 3 member all star team will advance to NSAR.  DSAR is open to all Divisions in the 8th Western Rivers District.

A team is made up of four members, at least one of which is to be a coxswain and will be designated as the team captain, the other 3 members must be crew (or coxswain) qualified (Not in REYR as of 1 May 2008 AUXDATA report; exception is 2008 Operations Workshop and 2008 TCT refresher training).  All events will be based on the Boat crew Seamanship Manual.

 

Events for the entire team:

  1. SAR Planning: The team will be given SAR scenario.  The team does the search planning appropriate for the scenario including plotting the en route course, datum and selected initial search pattern. 
  2. Tow and MOB Event: The team will be given a predetermined scenario that will require the use of the Boat Crew Program knowledge.  The team will demonstrate proficiency of the Boat Crew Program as defined in the Operational Excellence Program.
  3. Marlinspike: Demonstrate proficiency with different knots. 
  4. Pump Drill: The team will demonstrate proficiency in operating a P-6 Pump.
  5. Underway SAREX:  Run a predetermined SAR plan while aboard a facility.
  6. Heaving Line 1: Throw a heaving line to a target in the water from the shore.  A second team member must then row out to the target and retrieve the line and return it to shore before a second throw is made.
  7. Communications: Show proficiency of using a VHF Radio using appropriate pro-words and communications requirements as defined in the Operational Excellence Program.

Rules of the Competition

The following rules apply to the 2008 Competition.  In the event that a situation occurs that is not covered by these rules, the decision of the Competition Chief shall prevail.

RULE 1 – Be safe! Have fun! 

RULE 2 – A team is expected to have 4 members.  In the event that someone is unable to attend or is ineligible, the team can participate so long as the “no show or ineligible member” is not the Coxswain. 

RULE 3 – The team, from each region, with the highest total score will be designated the “CHAMPION TEAM”.  In the event of a tie, the tied teams will be asked various navigation rules until one team is unable to complete the task.  The other team shall then be declared the winner.

RULE 4 – The Head Judge’s word is the final authority on competition matters.

RULE 5 – The Safety Officer (SOFA) or his assistants may demand that an unsafe practice be stopped and in an extreme case, may remove a team from competition because of unsafe practices.  In the event that any team member sees an unsafe practice or condition, he/she will immediately shout out the codeword: “SILENCE.”  The event will be stopped and all members of the team will cease their activities.  Once the Event Judge has determined that the safety issue has been resolved, the Event Judge may restart the event.  No other person can restart the event.

RULE 6 – All teams must use the boats and equipment furnished by the Competition Staff.  Exceptions are: PPE and Plotting Instruments.

RULE 7 – A team member must be in the proper uniform.  In the event the uniform is incorrect, 2 points will be deducted for that event.

RULE 8 – All Team members and Staff are expected to wear identification provided at all times during the competition with the exception of the Awards Dinner.

RULE 9 - There is no “rain date”.  The event will be held even if there is rain.  A storm with lightning will postpone or cancel certain portions of the event; only the Safety Officer will postpone or cancel and event or portion of an event.

RULE 10 - This event is a qualifying event for NSAR.  The method of selecting teams to advance will be explained at the opening briefing on Thursday evening.  The top 3 members will be chosen by the judges.

RULE 11 – NATIONAL NSAR RULES preclude anyone who has previously participated ISAR during the previous two years from participating in NSAR.  This does not preclude individuals from participation in DSAR.

SCORING FORMULA

Scores for each event will be added together for CHAMPION TEAM. 

 


List of Competition Staff and their Duties

There are three Chiefs that report to the DSAR Coordinator and the District Commodore.  These are the Head Judge who is responsible for team events and judging, Operations Chief who sees that things are in place so that the competition runs smoothly and the Safety Officer who is responsible for seeing that teams, staff and the public are not injured.

Safety Officer:  Is responsible for seeing that all aspects of the Competition are conducted in a safe manner.  This includes water activities, dock activities and helicopter activities.  The Safety Officer shall have assistant Safety Officers as necessary to carry out this responsibility.

Assistant Safety Officers:  Shall work under the direction of the Safety Officer and perform whatever task they may be assigned.  All Judges are assigned as Assistant Safety Officers and are responsible for ensuring the safety of their judged event.

Head Judge:  Is responsible for seeing to all aspects of the competition where teams are judged.  This includes seeing that the schedule in maintained, that judges are in place, announce scores on Saturday night and present awards.  The Head Judge shall resolve any disputes over scoring or how the competition is run.

SAR Proctors:  Shall develop a SAR scenario and brief the teams on Friday Morning.  They shall develop a system whereby Judges may easily and accurately judge each team’s efforts and assign appropriate score.  The Proctor shall safeguard this information so that the teams have no prior knowledge of the scenario.

Judges:  Shore judges shall observe all dockside events and the SAR Planning event.  The Water Judges shall ride with each team as it executes the SAREX and the Tow/MOB Drill.  They shall complete a scorecard on each event and give it to the Head Judge.  All scores are to be kept secret until the awards banquet.  Judges are responsible to the Head Judge.

Score Keepers (all Judges): Shall tally scores taken from the scorecards and provide this information only to the Head Judge Chief.  Score Keepers shall be responsible to the Head Judge.

Logistics Chief: Shall make sure that meals are arranged for, tables for scorekeepers are provided, the room is arranged for SAR Planning, boats are made available, and a communication facility is available and properly staffed with qualified people.  In general, the      Logistics Chief is to see that the event runs smoothly. 

Registration Unit: will record the names of persons attending, collect any monies due and provide DSAR identification and other handouts.

Public Affairs Officer (PA):  Shall handle all contacts with the public.  The PA shall begin working with the media several weeks before the competition.  The Public Affairs Officer shall be responsible to the Unified Command.

Assistant Public Affairs Officers (APA):  Shall work for the PA, as he/she shall make assignments.  They shall also have Auxiliary and safety literature available.


EVENT INFORMATION

(THIS INFORMATION MAY BE USED FOR CREW TRAINING AND EVENT EXECUTION).  Note:  Some details of an event may change due to the availability of equipment and to accommodate the number of teams participating.

SAR Planning

Location:  Harbor Room @ Kimberling Inn

Description: You will be given a written scenario of an event and a 1210TR chart.  You will develop a strategy for successfully resolving the Search and Rescue and put is on paper and the chart. 

Time:  A fifteen minutes briefing on the scenario will precede the event.  You will be given 30 minutes to develop the plan.  The entire team should then leave their table and exit the room taking the chart and original materials. 

Materials:  The teams will not need any additional equipment.  The Proctor will provide each team with chart and written instructions with a CSP.

Evaluation:  The Judges will evaluate the plan and assign scores on accuracy, completeness and probability of success.

Scoring:  This event is worth a maximum of 100 points.  The scenario will have 10 questions worth 5 points each, maximum of 50 points.  The plan shown on the chart and written plan is worth another 50 points.

Communications:  Don’t forget to include in your plan, standard communication procedures.

Staff:  After the plans are evaluated, the judges are responsible for seeing that score sheets are turned into the Head Judge.

 

Tow / MOB Event

Location:  On the Water

Description: You will be given a written scenario of an event.  You will develop a strategy for successfully resolving the Search and Rescue and execute the Plan. 

Time: Prior to getting underway, you will be given fifteen minutes for briefing by the Team Coxswain on the scenario and for developing strategy and written plan..  You will be given an additional 30 minutes to execute the scenario. 

Materials:  The teams will need appropriate PPE.

Evaluation:  The Judges will evaluate the plan and assign scores on accuracy, completeness and probability of success.

Scoring:  This event is worth a maximum of 100 points.  The scenario will be worth 50 points.  The MOB exercise will be worth 25 points.  The written plan is worth 25 points.

Communications:  Don’t forget to include in your plan, standard communication procedures.

Staff:  After the exercise is completed, the judges are responsible for seeing that score sheets are turned into the Head Judge.


SAR Exercise (SAREX)

Event Tasks:  Teams will do each of the following:

 

1.      Given a copy of the prepared plan by the judge who will be riding in their boat.

2.      Brief their crew, the Judge and the boat driver as to the plan and factors they must take into consideration.

3.      Brief the team on the location of equipment on the boat.

4.      Use acceptable procedures to communicate with “DSAR Radio”

5.      Exercise safety procedures at all times.

6.      Execute the plan that was developed.

7.      Return to the dock and exit the boat so that the next team can get ready.  You must return to the dock NLT 30 minutes even if the target of the search has not been located.

8.      Debrief your crew on-shore

Facilities:  All teams will use the boats provided.  A boat coxswain will drive the boat.  The competition team coxswain will give directions to this helmsman.

Timing:  Each team will have up to 30 minutes to execute the plan from the moment they leave the No Wake zone.  This includes transit time to and from the CSP.  The Judge will record beginning and ending times.

Evaluation:  The judges will be evaluating each team on their team work, proper execution of their plan, communication procedures, both with the radio and among themselves and of course, if the search is successful.

Scoring:   Points will be deducted for not executing the plan as provided to the judge, failure to communicate with “DSAR Radio”, crew members not doing their job properly, etc.  The judge will have a standard scoring sheet to take some of the subjectivity out of the scoring.  A higher score will result by completing the exercise in less than 30 minutes.

Communications:  Each team is expected to follow established communication procedures before, during and after the exercise.  They will be communicating with a shore based radio known as “DSAR Radio”.  The radio channel will be specified during the briefing on Thursday evening.

Staff:  Head Judge shall organize the assignment of boats and getting the team on their way.  The Operations Chief will make sure that boats are available, are properly equipped and have adequate gasoline and oil.  The Head Judge shall collect the judges scoring sheets and take them to the scoring office.


MARLINSPIKE

Location:  Shore side.

Event Discussion:  The team will be judged on their ability to tie 7 separate knots. The seven knots will be identified by the event judge from the following list:

Evaluation:  Each individual team member will be scored on how quickly this event may be accomplished. Each knot will be tied and examined by the judge.  Time will be from the start of the first knot to the completion of the last knot.  No knots will be undone until after the judge has examined it for accuracy.  There will be enough lines supplied to complete all knots.

Scoring:  This event is worth a maximum of 100 points.  A knot that is tied incorrectly will have points subtracted.  The team with the fastest overall time receives 100 points (minus any deductions), the second fastest team earns 95 points, the third fastest earns 90 points, etc.

In the event of a tie the two teams will each pick one member to tie 3 additional knots.  The team member with the best overall time and correctness of knots will be declared the winner of the event. 

Staff:  The Judge shall run this event.  The event is timed to the nearest second.  The Head Judge shall collect the judges scoring sheets and take them to the scoring office.

 

 


HEAVING LINE – WEIGHTED END

Location:  Waterfront.

Event Discussion:  A target will be tethered 40 feet out in the water.  A team member shall throw a heaving line from the shore to the target.  Once the heaving line is tossed, a second team member located in a rubber dingy shall paddle out to the target and retrieve the weighted portion of the line.  The third member shall pull the raft back to the shore.  When the raft touches the shore, the person in the raft shall hand the weighted end of the line to the first team member who shall make another throw.  This is repeated until the judge signals that the time for the event has elapsed.

Evaluation:  The objective is to make the maximum number of accurate throws to the target in the 15 minutes allowed to each team.

Scoring:  The target shall be marked with points, with each section of the target about 8 inches wide.  Scores are accumulated until the 15 minutes has elapsed.  A person falling out of the raft shall incur a deduction of 10 points.  In the event of a tie the two teams will each pick one member to make two additional tosses.  The team member with the best score will be declared the winner of the event. 

 

TARGET

Staff:  One Shore Judge shall run this event.  The event is timed to the nearest second.  The Head Judge shall collect the judges scoring sheets and take them to the scoring office.

 

 

EMERGENCY PUMP

Location:  Waterfront.

Evaluation:  The objective is to fill the target with water in the shortest possible time.  Team members must pick up the pump and hoses from station 1 and carry it to station 2 (about 40 feet), hook up the hoses, prime the pump, start the gasoline engine, and direct a stream of water to a target.  When the target is full, the team must turn off the engine, unhook the hoses, drain the pump, and return the pump and hoses to station 1 ensuring that it is in the same configuration as originally obtained at the start of the event.

Scoring:  Each team starts with a score of 100 points.  The longer it takes to fill the target, the more is deducted from this starting value.  Each person will carry his or her score to their own home team combined score.

Staff:  One Shore Judge shall run this event and act as judge and timekeeper.  The Head Judge shall collect the judge’s scoring sheets and take them to the scoring office.

UNIFORM

 

UNIFORM for participating teams and staff:  The only acceptable uniform is the ODU (long pants, auxiliary ball cap, boots or brown deck shoes, & collar devices will be the member devices – no office devices are authorized).  The ODU uniform will be worn in accordance with the COMDTINST 1790.1E (AUXILIARY MANUAL; and as modified by the latest ALCOAST). 

 

(1) Active duty personnel are authorized to use Velcro to fasten name tapes and "U.S. Coast Guard" tapes over their right and left breast pockets, respectively. This authorization is granted because of the likelihood and frequency of their involvement in direct law enforcement operations. It does not apply to Auxiliarists.

(2) Active duty personnel are required to wear sew-on rank insignia on their collars. Such a requirement could pose a considerable personal funding impact on some Auxiliarists who frequently encounter situations in which it is more appropriate to wear the Auxiliary membership insignia rather than elected/appointed office insignia (i.e. - necessitating multiple ODU tops that have Auxiliary office insignia and the Auxiliary membership insignia sewn-on). This potential impact must be balanced against the requirement to maintain a clean, professional uniform appearance at all times. Accordingly, Auxiliarists who frequently encounter situations in which it is more appropriate to wear the Auxiliary membership insignia rather than elected/appointed office insignia are authorized to use Velcro to fasten sew-on insignia to the collar as an option to actually sewing them to the collar. This authorization remains in effect through January 2009. A final determination of permanency or revocation of this authorization will be made in February 2009.

(3) Metal collar insignia are still authorized for Auxiliarists until sew-on standards are developed (this is not expected until the summer season, 2008). When sew-on standards are developed and stocks produced, then metal collar insignia will no longer be authorized for wear on Auxiliary ODU tops.

(4) The sew-on Auxiliary coxswain insignia is still the only qualification insignia authorized to be sewn on the ODU top (metal qualification insignia are not authorized for wear). Sew-on standards for other Auxiliary qualification insignia are being developed and will be authorized for wear when stocks are produced. Sew-on insignia from prior military service other than the Coast Guard are not authorized to be worn on Auxiliary ODUs (or any other Auxiliary uniform).

 

            Shorts will not be worn.  The ODU uniform is the uniform for all Friday and all   day Saturday competition events.  Civilian attire is authorized for Fellowship          Events.  Public Affairs Officers should wear Tropical Blue long since they may       have contact with the press and the public.  While Auxiliarists observing the event          are not required to wear a uniform, it is hoped that they will do so to maximize the   visibility we will have with the public.

 

The Uniform for the Awards Ceremony is modified business casual.  For this event, modified business casual is defined for men as a shirt with collar or a polo shirt, business slacks or khaki trousers (no shorts, no denims/jeans), & shoes (no tennis shoes or sneakers).  The ladies will wear equivalent clothing.
